The owner of the property is responsible for installing conduit from the dwelling/s to the property boundary. The network owner will charge you and is responsible for completing any network shortfall (works in the street).
The two main network owners are NBN and Telstra, one or the other will own the infrastructure in your street. Registration will be made in order to obtain a provisioning letter in accordance with the VC-81 legislation.
